As the collar slips over the head and can not be opened, you need to make sure that his head circumference is smaller than the collar size. If your dog's head is spot on the same size as the collar, then you should choose this size.  

We do not recommend a Martingale Collar for a puppy. The best collar for a puppy is a flat collar! Those collars are also adjustable so your pup won't grow out of it as quickly.

No. As our Martingale Collars are equipped with a knot - the collar will stop tightening at this point. Simply adjust the collar to the exact size of your dog's neck to avoid choking.
